Fixed Payment Plan

I received an offer in the mail for a Fixed Payment Plan from my local utility company. The fixed monthly payment is $18 above the average payment this very same offer lists as my average monthly payment over the past two years. In fact, over the past three years I have exceeded the fixed level only 9 times out of 28 payments and one was because I missed the prior month's payment. That means the offer would hurt me about 3/4 payments and the total payment would even then still exceed my actual average usage and billing.

Maybe an overreaction on my part, but this offer seems like a fix for a problem that does not exist and for which better alternatives exist.

I received this offer again in the mail. I showed it to Lisa to see what she thought. We agree that paying more than the monthly average payment makes no sense. I wonder again; who is actually believing that to be a convenience?
